3 weeks and still bubbling?

So I'm making an ale. First large batch I've made.
At two weeks I took a reading and it was 1.03. The range is 1.016-1.019. Local co said to repitch. So after 4 days it had gone down to 1.026. 3 more days and still the same.
I was going to transfer to a secondary and see what happens.
Any suggestions?
 
That's still kind of a high FG. Recipe? yeast? Ferm Temp? Mash Temp? Aeration? Starter?

i would be hesitant to take it off the yeast at that FG and try to get it lower if possible. Answers to the above questions will help diagnose and set a course.
