I want to use a recipe that is defined for a 5 gallon BIAB batch to make a 3 gal BIAB batch. Is it as simple as proportioning each ingredient (fermentables, hops, etc.) appropriately? Namely, take each quantity specified and multiply times 3, then divide by 5? All brew steps and addition times stay the same?

You could try something like Brewers Friend to scale it back. I only do 2 to 2.5G batches and use it to scale back the 5 gal recipes I find. You can also adjust the grain amounts for your efficiency, or tweak things in other ways to suit your taste.
