2nd ferious IPA clone but OG off???

This is my 2nd go at this beer. 1st one was spot on. I do full boils and this one came up short. OG was supposed to be 1.070 and came up at 1.060. I am not sure what happened. This is my 12th batch doing extract. I mashed at 155 for 30 minutes and then started my 60 min boil. I added 9lbs of liquid extract 6 of which I did at 30 mins and other 3 lbs at 20mins or so. I have always been on the spot or just a little off but this one is making head scratch. Does anyone have any idea what I did? Thanks

Maybe you had to much volume. Maybe you didn't boil off enough wort.

What do you mean that it was an extract brew, but that you mashed at 155 for 30 minutes? Did you use stepping grains or was this a mini mash?
 
Sorry. Meant steeping. I use beer smith and think I input the liquid extract at 3.3 lbs instead of 3.0 lbs.
