I'm planning on brewing two batches tomorrow and one is a test 1-gallon batch with a planned OG of 1.070. I got WLP002 for it and am trying to decide how to best proceed.
Should I make a starter tonight? How much water/DME? I've used liquid yeast before but not for 1 gallon.
Any thoughts or advice?

Even with a high OG, you won't need a starter with a one-gallon batch. In fact, you're probably over-pitching to put an entire vial into a one-gallon batch.
 
Are you planning to use the same yeast for both batches?

According to Mr.Malty you only need 1/2 a vile for a 1 gallon batch w/ an OG of 1.070

Why not pitch 1/2 the vile into your 1 gallon & the rest int a starter and step it up to your desired cell count using yeast calculator

It will take longer than 24 hours and probably a few steps to get your desired cell count so this may not be an option if you are set on brewing tommorrow

If you aren't using the same yeast for both beers why not do as I suggested anyway & then hang on to the yeast you stepped up with a starter in a mason jar or something for future use?
 
Thanks both of you for the quick response! I'm using a different (dry) yeast and am good to go for the other batch, so I think I'll try mkyl428's suggestion and step up half the vial.
If I'm not making a starter for tomorrow's one-gallon batch, when should I warm up (bring out of the refrigerator) the vial? Do I need to do anything with it or just open and pitch after the wort cools?
 
I would say take it out to warm up maybe 30 min -an hour before you plan to pitch.

You should be fine to pitch when you get to the appropriate temperature no special instructions, just pitch half the vile into your batch & pitch the other half into a starter
