Two options... Either not enough extract or too much water...
But to give a real answer we need some more data... What was the recipe? What did you do? Was there anything different this brewday? Did you hit you o.g. Before?
About any hop will fit Munich malt... Depends on what style you want to go. More important is which yeast won't bite your hops. Some yeasts can give immense flavour and drown your carefully selected hops.
So malt and hops? Go for it! They'll fit! Yeast and hops? You might need to do some...
I would change one thing. Citra is great on its own, the flavour and aroma are outstanding.
I make something similar. But I don't do any hop additions till the last 15 mins of the boil... So additions at 15, 10, 5 and 0. You need a lot more hops to get to the ibus you want, but the end result...

I used the Danstar BRY-97.... So a nice yeast for an IPA.
It stopped eventually at FG 1,014 so I'm happy with that :)
some residual sweetness, but not to much. It's now in the bottle waiting to be ready and nice and fizzy ;)

I'm not that surprised about this... Going to a better mill on your grain does amazing things for your efficiency! Why do you think professional brewer mill their grains to the point they almost have flour? We can't do that for filtering reasons... But a finer mill will give you a great increase...
