Mason jars with fermentation air lock lids, and fermentation weights to press down on the peppers to keep them submerged is enough to get started. The fermentation lids I use have a spring that presses down on the veggies eliminating the need for a weight, they are made by Kraut Source.
 
I like the Easy Fermenter lids off Amazon. Get the bundle with pump/lids and weights. About 5% salt solution and 5% by pepper/veggie weight will get you in the zone........Lacto culture is optional but can really speed up the fermentation. Juice from homemade kraut works fine. Only need a couple tbs for a quart.
