Volume for steeping grains in extract kit

I read somewhere on here awhile back that when doing a full boil, you don't need to steep the grains in the full volume of water.

I steeped the grains in the full volume of water on my first 2 batches. Is there a reason for not steeping in the full volume? The reason I steeped at full volume was so that it wouldn't take as long to bring to a boil after steeping.
 
I used to steep in the full volume ... I could see it helping to extract as much out of the grain as possible. What's your steep size? One to two pounds?
