I can still see movement in the carboy at 2.5 weeks. It in the garage-pretty cold. Mid 50s. Does movement mean that it's still fermenting?

Movement= little bits floating up or dropping down. Few bubbles moving.

I'd try to get the temp up to about 65*F or 18C.. Depending on the yeast.. but, 68* would be good. Can you put the FV in one of those rope handled buckets and put a fish tank heater in it? Mid 50's is pretty cold.
 
Thats your yeast still floating up & down . hdgbill said it best , warm em up some so they can finish the job. Happy brewing Cheers;)
