EIther way works, but if you're doing it post primary and want to capture more of the flavor I'd suggest soaking the vanilla bean in vodka for a few days before adding. You can always add right before bottling/kegging which give you a little more control over how strong the flavor is.
 
I would never try adding vanilla during the boil even after flameout. There is still the whole fermentation process ahead where most of the aromatics will be lost. I always add my vanilla beans into the fermentor a week ro so before bottling.
 
Anyone ever used ground vanilla beans & if so how much in ounces for a 5 gallon batch?
 
I've had good results with the Simply Organic brand of vanilla extract. I use 2 or 3 tablespoons at kegging for a 5 gallon batch of robust porter.
