Sweet and bitter orange peel

I have been slightly underwhelmed with the character I've been getting from both sweet and bitter orange peel. So my question is, when does everyone add them to the boil? 99% of what I read says 5 mins, but it's not contributing much of anything. Anyone ever experiment with adding them earlier in the boil? I've already used quite a bit more than most of the recipes call for so through trouble shooting I'm wondering if 5 minutes isn't enough to get much flavor out? I'm aware too long would boil those volatile aromas away as well though. Any opinions?
 
I've been wondering the same thing. I also just saw an idea in Mosher's Mastering Homebrew book to use orange marmalade, but I don't recall if he said when to add it.

I've also been thinking about dry hopping with the orange peel.
