I just picked up a magnetic stir plate on ebay to use for yeast starters. It seems to generate a fair amount of heat, so I set up a test to see what the impact would be on an H2O sample in the course of 24 hours. The result was 78 degrees in an area that consistently stays between 69 and 71. What impact will this have on my starters?

It shouldn't impact your starter too much - you aren't concerned about flavor in the starter wort, just yeast propagation. Lager yeasts might struggle a bit in such warm temperatures, but ale yeasts should do just fine. If you find that you're having problems, you could put a moist towel around your starter or put the whole thing in a cooler with a little bit of ice.
