I've had my beer in the secondary for about a week, and out of nowhere, I noticed these flecks of material just sitting in the beer, suspended near the top. Almost looks like brown jello, with stuff in it.

I figure it's some form of yeast or byproduct of fermentation, but not sure. Any ideas?

Sounds like yeast rafts.

Pretty much little chunks of dead/sleeping yeast with some CO2 bubbles mixed in so they float.

Yep. Likely just yeast colonies happily floating along the top of your beer. I get them all the time.
