Smoked Malt Percentage?

Depends entirely on how much smoke character you want in the finished beer. You want this to be a SMOKED porter, or you just looking for a subtle undercurrent? For a five-gallon batch, I've seen anywhere from ~1 pound to 5lbs+, so talking percentages without knowing your intentions is meaningless.

I'm assuming classic rauchmalt? Peat-smoked malt is a whole other (pretty nasty) beast.
 
Yes, Weyermann Smoked Malt. Looking for a subtle hint of smoke that isn't over powering. I haven't used this grain before and didn't want to use too much. I'm thinking 3 lbs for a 20 gallon batch.

3 for 20 sounds low. If I had to say a rule of thumb, I'd say ~20% for a "typical" smoked porter. I'd probably want to have at least 12% or 15% so even for a subtle flavor (keep in mind, though, I *love* smoked beers and would probably do about 35%, myself!).
 
I went 20% rauch on my first smoked porter. There was a subtle smokiness to me. I'm going 30% next time for something a little more than subtle.
