Simple Question about AG Recipe Addition Times

I think I understand whats goin on here....is the time....how much time is left in the boil

Hop #1 @ 60 min
Hop #2 @ 20 min
Irish Moss @ 5 min

I notice a majority of the recipes use this format, is this the standard?

Yup, left in the boil. Why? Because overall boil times will vary from brewer to brewer. Example, if you label hop additions in the other direction like bittering at 0 minutes, what if I boil for 90 minutes and you boil for 60? I'd boil those bittering hops for 30 minutes longer than you would.
