silly question about OG reading

so i'm trying to get my OG to 1.071.
after i transfered to carboy and added water i am at 1.040.
how do i get to my 1.071. do i need at add more water?

No you do not need to add water, that will reduce the OG.

Most likely you just did not fully mix the wort and your top off water, so you got a flase reading. If it was an extract brew it is almost impossible to miss OG unless you added waaaaaay to much water. If the volumes were correct you are at your of of 1.071.
 
Next time add the water to the carboy first then add the wort. it will help it mix a little better. you will still have to agitate it so it mixes thoroughly but that will also help oxygenate the wort for the yeast.
 
I think if you sum up your brew day for us we could help you out a little more on what possibly went wrong.
