So, as I understand it, a short mead is essentially supposed to be a quick mead, i.e., drinkable quickly. Is a short mead also typically lower ABV (6% as opposed to 12%), or is a "normal" ABV common?

With the exception of a Bomm, short meads have lower alcohol levels. This is because higher alcohol stresses the yeast more, leaving more undesirable flavours which take time to age out. Lower alcohol means the ferment finishes before yeast stress occurs.

So, to get something drinkable faster, lower alcohol and healthy yeast.
