American IPA, OG 1.063, gravity after 7 days in primary 1.020, estimated FG 1.015, will it drop some more If I secondary or should I leave it in primary and rouse the yeast. I don't usually secondary, I want to take an accurate measure for volume.

Is this extract or all grain? What yeast? What temperature are you fermenting at?
I'd leave it a few more days and see if it progresses.
 
Yes to @Pkrd. When it doubt, leave it alone. Moving it to secondary will reduce the amount of yeast available to finish. If you do leave it, perhaps give it a slight stir by gently rocking the fermenter around...
 
Us 05 rehydrated, 66 degrees in fermentation chamber, 5 gallons. I have decided to leave it another week and gently roll it around to rouse the yeast. thank you for the comments
