I'm dry hopping with whole cascade in a hop sack. How do I sanitize both of these before putting them into my secondary?

sanitize the hop bag, open the hops, put them in the bag, and float 'em. hops are sanitary.
FWIW, bagging whole hops in a carboy can be a PITA to get them out, i just float mine without a bag.
you can rack from under them, maybe use a nylon mesh on the end of the siphon. the hops will pour right out after you rack.
