Replacing LME with DME

If I have a recipe that calls for, say 9lbs of Liquid Malt Extract, would it be safe to assume that 9lbs of Dry Malt Extract is equivalent? Or is there a conversion factor.

use 20% less DME, so 4 lbs. DME= 5 lbs LME or 9lbs LME X.80= 7.2lbs. DME
