Regulator seems to freeze up / become sluggish

So, I have my regulator/CO2 bottle in my kegerator (controlled to 40 degrees..though without any heating connected, so it could get down to 38-39 sometimes I suppose). The bottle is insulated from the kegerator, so theoretically it shouldn't get much lower than 38-39. Anyways, when I don't draw any beer for a while (e.g. when I'm carbonating a new beer) the regulator will become sluggish. For example, if I take the regulator out of the fridge (quick disconnects disconnected from the kegs) and vent a bit of pressure of one of the regulators (this is a dual pressure regulator) it won't go back to the set pressure right away (though it seems to eventually). My beer seems to take longer than many people report to carbonate (~3 weeks for full carbonation) too. Does anyone have any suggestions for what I might try?
