Does reducing a 5 gallon kit to 4.5 final gallons still produce a good beer. I just made a chinook IPA thought i topped it off to 5 gallons but it really is at 4.5 after the foam has settled. im not going to add any more water. Im sure it still will be bad ass. am i right?

It should still be good brew... If anything you'll have a bit more flavor intensity and higher ABV% when it's done.

I would advise using patience and your hydrometer (and taste the sample) to determine when it's actually ready for bottle/keg. Newer brewers typically learn to ignore the time frames associated with fermentation on kit instructions. They're wishful thinking at best, and bad advice at worse.

BTW, I lived in your neck of Hell for about 12-13 years...
