Only one side of manifold seems to be open?

So, I recently bought this setup: http://kegcowboy.com/index.php?dispatch=products.view&product_id=138

It's pretty standard. 5# bottle, single regulator, two-way manifold (with check valves). However, only one side of the manifold is producing any pressure. The other side seems like it's shut or plugged. I've checked the ball valve on the outlet and I can see it open and close, so that seems fine. I'm fairly new to kegging, so maybe I'm missing something. Or is my manifold shot?

Double check that the valve in issue is the same direction as the working valve, a check valve only works in one direction.
