NEW West Coast IPA Recipe - Thoughts?

Hey everyone it’s been awhile since I’ve brewed a “good” west coast style IPA and was hoping for some feedback. I am pretty set on the grain bill as my worry is with the amount of hops / hop additions I have. Will the amount of hops I have planned lead to an astringent beer? Or a “too bitter” of an IPA (if there even is such a thing)? My planned mash pH is a single infusion step mash at 152F and my water profile will have a SO4/Cl ratio of 4.

The IBUs, ight be a little high, but if your set on the grain bill (with that much Vienna and 20L) you might want to keep the bitterness that high. Anyway, it'll be beer and something I'd drink for sure!

I used 50/50 split brewers and vienna in my APA with really good results. Won gold at the Michigan homebrew cup last year so I thought why not try to do it for an IPA as well?
 
For a pale ale that malt bill would be fine but things change once you bump the ABV. I’d cut the Vienna in half and drop the c20 to max 4% and you don’t really need the flaked wheat but it doesn’t really matter.

The best “modern” west coast IPAs are probably just 2row, 2% crystal of some sort, and maybe some carapils.

I’d double the dry hop amount but that’s just me. At least get it to 6oz.
