4.5 lbs. American 2-row Malt
4.5 lbs. Wheat Malt (hopefully American)
.75 lbs. Honey Malt
.25 lbs. American Caramel 20°L
.5 lbs. Honey
1.0 oz. Yakima Magnum Hops boiled 60 mins.
.5 oz. Glacier Hops boiled 15 mins
Yeast: White Labs WLP001 California Ale

How much wheat extract can be used in substitution for the 4.5lbs American Malt and the 4.5 lbs Wheat malt?

You won't get a 50/50 split on barley and wheat with the extract without some number crunching. Most wheat extracts are 60/40 or 65/35 wheat/pale malt.

With that out of the way, I'd use about 7.25 lbs liquid wheat extract or 6 lbs dry wheat extract. It won't be the exact 50/50 split but it should taste close.
