Looks like pellicle to me, not sure what you're brewing though, so can't say if it's a good thing or not.
 
There aren't any bugs in Lalvin 1118.
And that's definitely a beauty of a pellicle.

it's rice and a bit o' barley grains. and it's sour.

I'm not convinced that's true...
 
Dunno about that ,lactobaccilus brevis produces a pellicule aka polysaccharide.
