Low alcohol

I've found the alcohol level in my beer to be low. Can I open the bottles and somehow raise the alcohol level and rebottle?

Only if you add some sort of alcohol to the bottle, but I would not advocate that.

No... Higher gravity wort would help next time.. I just did a cream ale all grain fell short from target gravity and a very short primary fermenting 4 days still got 3.2% better luck next batch.
