learning to fly a BOP in pa

well, Hello all! I am working to try to open a BOP attached to a homebrew shop in Western Pa. This has proved to be a bit of a Unicorn-like endeavor as the rules and guidelines for this are hidden and pretty confusing. Anyone with any good resources other than the PA lcb or the federal site, let me know. lol.
