I wouldn't call it a steal, but if you were to build that exact system from scratch you'd easily have over $650 in it, and that'd be with a used CO2 tank (and kegs, obviously).

You could likely beat him down $50 if you took the works...

If it is all well done, you're probably looking at $1k in stuff, new. $500 is very fair, but I wouldn't call it a steal, it doesn't look as nicely done as lots of the collars on this site.
 
Eh..it's an ok deal in my area. I got a 6 tap with 6 kegs for $500, so I'd probably offer no more than $400

Actually, I see that quite often here.

If I built a collared keezer I'd slap some inch thick XPS board on the inside, but realistically speaking, I doubt a lot of thermal ingress really occurs through a 2 x Something collar at the top of a keezer...
