IPA tastes like chlorine (i think)

I brewed an IPA with my brother and it tastes like chlorine. We use city water (untreated). Thing is, we have brewed an APA and Winter Warmer and both tasted great with the same water! The APA and Winter Warmer were all grain and the chlorine tasting IPA was extract. We boiled the extract and treated it just like an all grain boil. Not sure if that has anything to do with it.

Anyway, any advice would be greatly appreciated!
 
Some cities can switch treatments and/or use different water sources at different times of the year.

Use Campden tabs on your water from now on, see if that helps. Extract shouldn't make your beer taste like that.
 
At a cost of ~$0.02 for every 10 gallons of city water treated Campden tablets are indispensable to the brewer.

They eliminate chlorine and chloramines in an instant. Add them to strike water. 1 tablet treats 20 gallons approx.
