Looks tasty to me! :drunk: That's pretty wicked bitter, I might drop it back a little, maybe drop one of the 1 oz 60 min, but that's just my taste. Also, that grain bill should give you an OG around 1.080 or so, not sure why the recipe says 1.046.

IMO 4 pounds of victory is a bit much. I would recommend dropping it to 2 lbs, and adding 2 more lbs of pale. Also maybe add 2 different types of caramel. 10L and 40L are a nice mix for a ipa.

To each his own, but that's my thoughts.

Looks interesting to me. I plan a similAr ipa later this month but with cascade chinook and Columbus. I am interested to hear how this turns out.
 
I agree that is too much victory. I'd replace 2 lbs of it with pale malt or you could use vienna or munich malt. I use vienna in my house IPA recipe and it adds a nice malt sweetness. Also, I'd adjust the hop schedule as other have said. Remove one of the 60 min additions, the cascade is better used as a late hop addition. Maybe add that to the dry hopping. I'd also move some of the 30 min additions to a later time. There is a technique called hop bursting that is used to get a lot of aroma and flavor out hops by using them late in the boil. Look at this technique, you might like it. I use this technique on an all Centennial hopped IPA and it has a very strong flavor and aroma without a harsh bitterness. Lastly, just a quibble but you could use 1lb carapils and 1 lb crystal 20, or as recommended two types of crystal malt (depends on the color you want and how dry you like it). Hope this helps.
