I brewed a Mesquite Wheat which has been looking great. I was about to keg it last weekend and noticed some kind of "film" across the top, so I decided to wait a few days to see what happened. Not much has changed since then, but I don't know if I should keg or dump.

I haven't don't a taste test, but smell wise, it doesn't smell too badly.

Yep, that's called a pellicle. You have some kind of wild yeast and/or bacteria.

If it smells and tastes fine make sure gravity is stable for a week or so and then keg.

If everything tastes fine and I keg it, should I try to skim this off the top, or just break a hole and use a racking cane to not disturb it?

Doesn't matter if you disturb the pellicle. The microbe(s) are throughout the beer.

Take special care to clean anything that contacts the contaminated beer.

What's the blue thing in the picture?

Hydrometer also infected? If you keg, that keg will also be infected. Keg will be easier to clean.
