I am following a recipe that calls for huskless black malt but can not find it listed from my online grain provider. Does it often fall under a different name and or might there be a good substitute if not?

Use it in small amounts in your recipes.

You can avoid picking up bitterness from it by adding it for last 15 minutes of the mash. Even though it's de husked it still gives some bitter notes from the roasting.
 
I love the stuff. I order the #2 by the 10 lb bag. It's the key ingredient in a super smooth milk stout that I make. I treat it no differently than roasted barley in the mash, but the flavor profile is much cleaner/softer.
