As long as they are dry, yes.
If they are fresh and wet, you have to adjust for the weight of the water in the fresh hops.
Given the time of year, I assume that you are using dry hops so I would use the same weight as pellets.

The same weight but pellet hops can yield a slightly higher IBU ratio. For large recipes or very hoppy beers you might want to run the hop additions through one of the brewing software programs to check whether a small increase (~10%) is required.
