If you measure before adding water the SG will be high. When you add water it dilutes the mixture. Thus a lower number for your OG. Then when you add the water, it often does not mix well so you can either get a false high or a false low reading if it is not mixed fully. If you are using a kit, use all the ingredients and get the right final volume your OG will be very close to what the recipe calls for.
