I measured my og befor i put in the top off water is that what caused me to have a low og?

actually opposite brotha your OG should be higher without the water...

If you measure before adding water the SG will be high. When you add water it dilutes the mixture. Thus a lower number for your OG. Then when you add the water, it often does not mix well so you can either get a false high or a false low reading if it is not mixed fully. If you are using a kit, use all the ingredients and get the right final volume your OG will be very close to what the recipe calls for.
