Help with thermowell

Just bought a 16” thermowell—the kind that slides into the rubber stopper and down into the glass carboy. I dropped my inkbird temperature sensor into the thermowell and the temperature of my actively fermenting pale ale registered at 64 degrees. Seemed like to me considering the airlock is showing signs of a healthy fermentation and the sticker style thermometer I stuck to the outside of the glass registers at 70 degrees. I extracted some of the contents of the carboy and measured it’s temperature using my trusty and calibrated digital meat thermometer. It also registered at 70 degrees. What is the deal with the thermowell temperature reading? Am I supposed to fill thermowell with an oil or paste to get contact between the InkBird temperature sensor and the inner wall of the thermowell?
