I have attached my County water bill here all advice on how to Optimize it would be greatly appreciated. I have only used regular tapwater and bottled water up until now this'll be my first time to try to adjust my local tapwater. Thank you for the help.

That's nice brewing water since it is generally low in minerals. I.e. you will be adding salts to get to a desired profile. I'd pick up some gypsum and calcium chloride since that's what you would be needing most.

I put this into the BF calculator here http://www.brewersfriend.com/mash-chemistry-and-brewing-water-calculator/?id=NLRSHX7

but the water report doesn't quite balance. But I would not see this as an issue since the water is so low in minerals.

Nice service by the water company to send a report with the bill.

A nice feature of the brewer's friend site is that it spits out an url that you can then post back here. HTML normally strips spaces but if you use the 'code' tags you can get rid of that.
[ code ] [ /code ] Take out the spaces.
Code:
Ca+2	Mg+2	Na+	Cl-	SO4-2 HCO3-	CO32- ion balance
