So I've done an American wheat/rye beer that tastes ok but really needs more hops. It is a 3 gal batch in a 5 gal corny keg and had already been carbonated. Can I release the pressure in the keg, open it up and slowly lower a hop bag into the beer and then reapply gas until carbonated again. Or am I looking at a huge explosion when the hops are added?

You are looking to for some serious hop taste. Dry hopping is more for the finish, the "bouquet" hop after taste The kick in the butt hop taste comes from broiling the hops in the worth.
Get some strong IPA and mix it with your brew ( in the glass after pouring ) and next time broil more or a more bitter hops.

Sure, you can do that. Just make sure the hops are loose in the bag, and use more than one bag if you need to. I dryhop in the keg all the time.
