Completely normal. The diptube sits in the dimple at the bottom to get every last drop and also to suck up any settled debris with the first pour. That's why it's good to pull and dump the first couple of ounces (just like 3oz-6oz). If you do like I do and remove the diptube to clean it with a long wire brush you'll find that sometimes when you put it back in place when tightening the post down it's gonna turn the tube a little bit and sometimes it leads to small minute scratches. It's nothing to worry about so long as you clean your kegs and sanitize before use. Some people don't even do that and still have no issues.

Yes. Most of the kegs I have the liquid poppet is set at a slight angle so the sip tube reaches the center of the bottom depression. Some of then have an offset depression in the bottom beneath the dip tube.
