if you mean the 'sidearms', no, because those structures are where the hops are formed. in most varieties, the majority of the hops are produced on the upper 2/3 of the plant so you could actually pull some of the very low ones off without a loss at harvest time. the lower ones usually just kinda hang around and get in the way, so removing them will help increase air circulation to lessen the chance of disease development.
