Can someone explain this to me.? I have a red ale that has been in the secondary for 13 days and I was going to bottle it this weekend.
 
how does cold crashing affect the botle conditioning?

Very little unless you have waited a long time before bottling. Even though the beer may look very clear in the fermenter post crashing, there are still billions of yeast cells in suspension waiting for that priming sugar.

In very clear beer, it may take longer to carbonate. In that case you might want to add 1/4 of a dry yeast packet into your bottling bucket if conditioning speed is a concern.
 
I use irish moss, 1 tsp rehydrated, the last 15 minutes of the boil. I don't cold crash anything and have crystal clear beer out of the bottle.
