Caramalizing Raisins/Oatmeal Raisin Cookie Ale Advice

So my dad loves oatmeal raisin cookies, so I thought I'd make him a Oatmeal Raisin Cookie Ale. I want to have a good "raisin flavor" and thought of caramalizing the raisins in Sailor Jerry rum. My understanding is that by caramalizing them, there will be less fermentables and will get a better flavor. Is this correct?

Here is the recipe I will be using, advice would be greatly appreciated, as this is a recipe I formulated while on break at work. I'm still not sure what hops to use either, I was thinking Willamette. Also should I use a finishing Hops?

3 Gallon Recipe

---Primary---
6oz Flaked Oats
6oz Caramel Malt 120L
4oz Caramel Malt 40L
4oz Victory Malt
4oz Crystal Malt
2oz Choclate Malt


3.3 lb Light LME
1 lb Light DME
4oz Lactose
Bittering Hops (45) (Willamette?)

---Yeast---
Nottingham

---Secondary---
Vanilla Bean
Cinnamon Stick
8oz Raisins (caramelized?)
