Calculate Wort Volume Based on FG

Hi guys.

I want to try to distill a wort into Whiskey. Since the FG after fermentation of the wort need to be ~14-20% ABV I need my OG to be around 1.1 (I will be using FermFast 48 Hour Turbo Yeast)
I want to use 12kg (26 pounds) of Malt Extract in ~30 liters (8 gallons) of water (before boiling) and I need to know if this amount of malt will be enough or I need to add extra sugar to the brewing pot.

Any advice?
