Getting ready to brew and started to clean the three way valves, pumps, and disconnects. I noticed on the teflon tape there is a black goo on them. I am assuming that is old wort from my last brew. I removed all old teflon tape and replaced it. Would it be safe to assume that the teflon tape will need to be changed each brew day?

No thank you. My old fermenter had threaded connections all throughout. My least favorite task was breaking down each fitting, sanitizing, and reassembling with new ptfe tape on every brew day.
I wouldn’t bother breaking down hot side connections. Maybe work on your cleaning cycle routine with hot pbw.
