I followed this recipe

2005 Homebrew Log

I got an OG of 1.063 at 64 degrees. this recipe says OG of 1.080.

I used the same amount of DME and Grains. I steeped the grains for 30 minutes in 160 deg water. wondering if this is a partial mash recipe? i made 5 gallons. boiled 2.5 gallons of water with 1/2 DME, added the other 1/2 of DME 10 minutes to the end. cooled, poured into bottle, added cold water up to 5 gallons.
 
Those grains don't need to be mashed. I have had one or two problems regarding my OG when brewing extract, for instance, if you are topping up with cold water at the end of the boil, make sure you give the wort a big stir after adding it to ensure it's even, this might be your problem and it's hard to get an accurate reading
 
Ya-stir. I made a stone IPA and was getting a reading of like pure syrup - siphoned off of the bottom without giving the water / wort a good stir. After that - it was spot on.
