Any reason why you couldn't use the following instead of the usual chrome plated brass one? Better or worse? Thoughts?

This would replace the metal "j" and assume would be better besides having to cut one end off for the pvc cap to go on. Plus the ring for the screw mounts would keep it off the bottom as well as making the pvc hanger. Just a thought.....

It's stainless steel instead of chrome plated brass.

The things basically held together with JB. You could use on of the covers for the mounting (not shown in the above picture). Mostly just wondering about the benefits over extra length and not having to worry about the chrome plating...
 
If you have calipers try measuring the OD of each. If the plumbing gasket will fit snug then this should work fine with very little additional modification (I suspect the OD of the hand rail will be substantially larger though).
 
A custom muffler shop may be a better/cheaper alternative if you don't already have the handrail and will need to buy it. They should have some 1.25 or 1.5" SS stock and could make both bends out of a single piece....no plastic to deal with....
