5% or less Oat Malt in pale beers

What does using 5% or less Oat Malt accomplish in the paler style of beers? I've already guessed a foamier, more stable head, but anything else?
 
I'm fairly sure I've seen malted oats used in this way in some British forum. Same with rolled barley for head stability.
