In a recent article in BYO for Czech Pilsner, the partial grain extract recipe calls for 1 gallon of water for soaking the grain, then adding water to a total of only 4 gallons. This is shown as a 5 gallon recipe, should the additional water be 5 gallons instead of 4?
 
I agree they didn't really spell it out but it looks like they are assuming most extract brewers have a 5 gallon pot so they did the calculations for a 4 gal boil, boiled down to 3 or so, then topped off. The reason I think this is that they have a larger 60 min hop addition for the extract vs. all grain recipe yet list slightly lower IBU's, which only makes sense if they are using calculations for a partial boil. Just for clarification, this is an extract recipe not partial mash as their is no base malt.
