I have recently started playing around with water and have had my water tested. I was hoping someone can help give some insights on my water results. Would this be OK to brew IPAs.

Adding maybe 8 gm of gypsum per five gallons would probably get you close enough to get started. Run it through one of the water programs and monitor the mash pH to verify and adjust.
 
Your alkalinity/bicarbonate is quite low, which is a good thing, but is not insignificant. You don't need too much acid in your mash to get a good mash pH but will need acid additions in pale beers, and should consider treating your sparge water with acid.

Your Calcium and Sulphate are both low, so as BigEd said, you should add gypsum, although I'd suggest about 4g per 5gal batch (I don't personally like too much sulphate).
