Yes, there were working on those changes after proposing them back in June. That pdf seems to be Gordon's presentation at the NHC.
They aren't adopted yet. There is a draft available for review and comment on the BJCP website.

It's probably the slides from Gordon Strongs's AHA presentation.
So, expect some changes to be rolled out later this year or early next year.

Just an FYI, this is a major overhaul. I recommend reading up on the changes and the reasoning. That link the OP gave should go a long way to sorting it out, but I think the Audio of the NHC presentation will also be a big help.
