I have a recipe that is an American Pale Ale, but does include some untraditional fermentables in the boil (coconut milk and lime juice). My question is, can I compete this in a BJCP sanctioned competition as a category 10a, or do those additional ingredients push it into a category 23 Specialty Beer?

You can enter under any category you want. Just don't be suprised if your score is reduced because the judges consider the additional flavors from the lime and coconut as an "off-flavor" because they are not appropriate for the style. You would likely score better if you entered under 23 and identify the base style as 10.
